Bell Canada’s Saskatchewan AI ambitions have moved into far bigger territory, with the company and the provincial government signing a non-binding memorandum of understanding to expand Bell AI Fabric’s data-centre operations in the province.
The plan would add up to 900 megawatts of new capacity to an initial 300-megawatt development, bringing the proposed Saskatchewan AI hub to 1.2 gigawatts. If fully built, the project carries more than $50 billion in projected total capital investment, and officials are describing it as the largest private-sector capital investment in Saskatchewan’s history.
A massive AI buildout near Regina
Bell is not starting from a blank field. The initial 300-megawatt facility is already under construction near Regina, and capacity at that site has been pre-sold to CoreWeave and Cerebras.
As Saskatchewan moves forward with its ambitious data center expansion, the province's energy policies will play a crucial role, particularly in light of B.C.'s recent proposals that prioritize natural resources over AI and data centres.
The new memorandum points to a much larger buildout, but not all at once. The expansion is to be built in phases as Bell secures customer commitments and obtains the required permits, approvals and environmental reviews.
Bell CEO Mirko Bibic acknowledged that sequencing in comments reported from the announcement. “We still have work to do in terms of approvals,” he said.
That caveat matters. The memorandum is non-binding, and the full 1.2-gigawatt hub depends on customers signing on and regulators allowing the next stages to proceed.
Power plan shifts to natural gas
The first 300-megawatt facility uses Saskatchewan’s grid. The additional capacity would be powered differently: Bell plans to use dedicated natural-gas generation under Saskatchewan’s Bring Your Own Power model.
That power structure is central to how officials are presenting the project. The province has promoted the model as a way for large data-centre developments to secure their own power rather than relying entirely on existing grid supply.
Water is another pressure point for data centres, and Bell says its Saskatchewan facilities will use closed-loop cooling that avoids municipal or local water supplies.
Those details are likely to remain closely watched. Data-centre development, including Bell’s Sherwood project, has already faced public criticism and local opposition over consultation, energy, water, environmental and land-use concerns.
Sovereign AI, Canadian control
Officials are pitching the Saskatchewan project as more than a real estate and energy play. They have framed it as sovereign Canadian AI infrastructure, designed to keep sensitive data and computing under Canadian law and control.
Prime Minister Mark Carney described the choice in national terms: “There’s two ways to manage this,” he said. “You can have your data sent elsewhere, or you can build it right here, on Canadian ground, with Canadian power, and Canadian law, and with the confidence that comes from being a stable and open partner.”
Saskatchewan Premier Scott Moe used similar language, tying the project to control over data and domestic infrastructure.
“It will also strengthen Canadian data sovereignty by keeping Canadian data here at home, stored by a Canadian company and protected under Canadian rules,” Moe said. “When it comes to data storage, keeping that home ice advantage means Canadians set the rules and remain in control.”
Bell also plans to establish the Bell AI Fabric headquarters in Saskatchewan, further anchoring the company’s AI infrastructure push in the province.
Jobs promise meets local scrutiny
For Saskatchewan, the jobs pitch is as prominent as the sovereignty pitch. Officials say the project will create thousands of construction, permanent operations, management and related community jobs in the province.
“This historic investment will create thousands of good jobs and new opportunities for Saskatchewan people,” Moe said.
The scale of the proposal makes it difficult to separate opportunity from scrutiny. A 1.2-gigawatt AI hub would be a major industrial undertaking, and the next phases still have to pass through customer commitments, permitting, approvals and environmental review.
For supporters, the project is a chance to make Saskatchewan a central player in Canadian AI infrastructure. For critics and nearby communities, the questions remain grounded in consultation, land use, energy, water and environmental impact. The memorandum opens the door to a much larger buildout, but the debate over how it should be built is already underway.
