Toronto police say a 27-year-old man has been charged after a series of incidents they’re treating as a suspected hate-motivated criminal harassment case in midtown Toronto.

This incident follows a troubling trend of criminal behaviour in the city, including a recent case where a Toronto man was charged in connection with the human trafficking of multiple teenage girls, highlighting ongoing concerns about safety and community well-being in the region. Police allege the harassment happened over about a week, between Feb. 28 and March 6, in the area around Eglinton Avenue East and Mount Pleasant Road. Investigators say the accused targeted one complainant, showing up at the person’s home multiple times and making racist and antisemitic remarks. On a third visit, police allege, he stood outside and played a speech by Adolf Hitler on his cellphone.

Toronto hate-motivated harassment allegations

According to Toronto police, the accused went to the complainant’s residence on two separate occasions and banged on the door while making racist and antisemitic comments.

Police allege he returned a third time and, instead of banging on the door, remained outside the home while playing a Hitler speech on his phone. One account of the police release says the behaviour caused the victim “significant fear and disruption,” and that helped prompt the involvement of specialized investigators.

Charges laid in midtown Toronto case

Toronto police say the man is charged with: - Two counts of criminal harassment - Two counts of mischief, described as interfering with the lawful enjoyment of property - One count of causing a disturbance

Some coverage describes the man as having been “arrested” following the investigation, while police also say he has been “charged.” One report identifies the accused as Rostam Rashidkhani, 27, of Toronto.

Toronto Police Hate Crime Unit investigation

Police say the case is being investigated by the Toronto Police Service Hate Crime Unit as a suspected hate-motivated offence.

Toronto police also pointed out a legal detail that often affects hate-related cases in Canada: “Wilful promotion of hatred and advocating genocide are hate propaganda (hate speech) offences which require the Attorney General’s consent to lay charges,” police wrote, adding that those types of charges “are often laid at a later time.” In plain terms, police can investigate and lay certain charges now, but some hate-propaganda charges can’t be added without that extra approval step.

Court date set for June 1

Police say the accused is scheduled to appear at the Ontario Court of Justice at 10 Armoury St. on June 1 at 2 p.m. Other reports also describe the court appearance as happening in June, aligning with that date.

Wider GTA antisemitism concerns

One report places the arrest against a backdrop of heightened concern about antisemitic incidents in the Greater Toronto Area, citing three synagogues in the GTA being shot at in the past two weeks and increased police patrols. Toronto police did not include those synagogue-shooting details in the case description itself, but the mention reflects the broader community tension around antisemitic crimes right now.
