A series of studies by Fednav, the Arctic Research Foundation and the University of Manitoba concludes shipping from Churchill can expand beyond its current four-month season, with year-round service possible if ice-capable vessels are used. The findings give Manitoba fresh support for its push to attract investment into the northern port.

Year-round shipping looks possible

The studies say Churchill’s shipping season could be extended without relying on multibillion-dollar heavy icebreakers. Instead, expanded service could use lower-cost ice-capable vessels, a finding that goes to the heart of the port’s investment case.

This potential for extended shipping aligns with previous discussions on how the Port of Churchill expansion aims to diversify Canada’s trade beyond the U.S.

Premier Wab Kinew framed the research as a turning point for the project.

“This breakthrough means we can stop asking if year-round shipping from Churchill is possible,” Kinew said in a statement. “Now is the time for industry, investors and governments in Canada and around the world to invest in Churchill.”

The findings strengthen Manitoba’s pitch for expanding the Port of Churchill, a proposal that also includes upgrading the Hudson Bay Railway and port infrastructure to increase commodity shipments.

Kinew said the research helps answer one of the key concerns about Churchill: whether its shipping window can be made long enough to attract serious use.

“Up until we saw this report, or some of the early findings from it, we were thinking that it would be one of these multibillion-dollar icebreakers that would be needed in order to keep Churchill open,” he said in an interview cited in the source reporting.

Climate change changes the equation

Shrinking sea ice linked to climate change is expected to make a longer Churchill shipping season more feasible. The studies point to a future in which Hudson Bay and Hudson Strait can support more navigation outside the current summer and fall window.

That does not mean the ice problem disappears.

According to Head Topics, the studies warn that ice will remain in Hudson Bay for decades, and that year-to-year ice variability will continue to affect vessel requirements and operations. That uncertainty matters because changing ice thickness can influence what type of vessel is needed and how voyages are planned.

Fednav’s report cautioned that further work would be needed before moving from study conclusions to routine extended-season operations.

“Field studies, probe voyages, and simulation-based assessments would help reduce these uncertainties and support future decisions regarding extended-season or year-round shipping operations,” Fednav said.

Cheaper vessels, serious limits

The most politically important finding may be cost. The studies say expanded service can rely on lower-cost ice-capable vessels rather than multibillion-dollar heavy icebreakers designed for the toughest Arctic conditions.

Kinew said that makes the Churchill case more realistic.

“But this report is telling us, for a much more affordable class of ship, something in the area of $100-million new, or $50-million used, that we could open up that shipping lane for a huge chunk of the year, if not the entire year,” he said.

Still, the port’s geography presents complications. According to Head Topics, the shallow and narrow approaches to Churchill create constraints that may require dredging, infrastructure changes or offshore loading for some vessels.

Fednav was blunt about those limits in one passage from its report.

“Existing depth constraints over the approach shoal, within the estuary, and alongside the berths are insufficient for the vessel’s dimensions and draft,” the company said. “Significant dredging, infrastructure modifications, or development of an offshore loading facility would be required before such vessels could be employed at Churchill.”

LNG remains a harder question

Liquefied natural gas carriers present additional challenges. The studies raise questions about full-load navigation at the mouth of the Churchill River and indicate such vessels would likely need icebreaking escorts.

That distinction matters because the broader expansion discussion is not just about whether ships can move through Hudson Bay. It is about what kinds of ships, carrying what kinds of cargo, can safely and economically use the route.

The research therefore offers Manitoba both a boost and a caution. It supports the province’s case that Churchill can become a bigger shipping hub with the right vessels and investments. But it also shows that year-round service would depend on vessel choice, changing ice conditions and improvements to the port and rail network.
