Four Toronto youths, including a 13-year-old boy, are facing charges after York Regional Police said an investigation called Project Howler targeted a network responsible for more than 50 residential break-ins and vehicle thefts. In some of the incidents, police said, weapons, including firearms, were brandished. ## Project Howler targets key thefts Project Howler centred on what police described as a network of young suspects tied to dozens of break-ins and vehicle thefts. The alleged method was direct and unsettling: get inside a home, find the keys, then take the vehicle waiting outside or in the garage. The case involves four boys from Toronto: two 17-year-olds, a 14-year-old and a 13-year-old. Their names cannot be published under the Youth Criminal Justice Act. The ages of the accused stand out against the scale of the allegations. Police say the network was responsible for more than 50 residential break-ins and vehicle thefts, with investigators still reviewing evidence connected to the file. ## Toronto takedown followed stolen vehicle A key moment in the investigation came on Aug. 26, when investigators located suspects travelling in a vehicle that had been reported stolen from Richmond Hill. Police said the vehicle travelled to the Thorncliffe Park Drive and Overlea Boulevard area of Toronto around 11 p.m. Officers conducted a takedown there, and three youths were arrested after a brief foot pursuit. Police recovered seven stolen vehicles during the investigation. A fourth youth was charged on Aug. 28 in connection with Project Howler. ## Charges include stolen property offences The charges laid include trafficking and possession of property obtained by crime over $5,000, possession of an automobile master key, dangerous operation and failure to comply with a probation order. Because the accused are youths, the public record is limited in a way it would not be for adult accused. What police have released is the basic outline: four Toronto boys charged, more than 50 break-ins and thefts alleged, seven stolen vehicles recovered, and further evidence still under review. None of the accused can be identified publicly under youth justice law. ## More charges are expected York Regional Police said additional charges are expected as investigators continue reviewing evidence in Project Howler. For now, the investigation has drawn together several elements police have increasingly highlighted in vehicle-theft files: homes entered for keys, luxury vehicles targeted in driveways or garages, and stolen property allegations tied to organized activity.
