Manitoba is restoring the original all-ages language of Bill 232 after proposed amendments would have limited the province’s Autism Strategy Act to children.

**Key facts**

- Manitoba is rescinding amendments to Bill 232 that would have limited the Autism Strategy Act to children, reverting the bill to its original all-ages wording.
- Families Minister Nahanni Fontaine said her office received more than 70 emails raising concerns about the narrow approach, and that the government is listening to Manitobans.
- The private member’s bill, Bill 232, was introduced by Liberal MLA Cindy Lamoureux.
- Bill 232 is expected to receive its third reading on Tuesday in its original form.

The private member’s bill, introduced by Liberal MLA Cindy Lamoureux, is expected to receive third reading Tuesday in its original form.

## Manitoba Reverses Child-Only Bill 232 Amendments

Families Minister Nahanni Fontaine said her office received more than 70 emails raising concerns about the narrower approach.

“We’re a listening government and we have heard from folks in the community,” Fontaine said.

Public outrage and testimony from parents and advocates about gaps in support for autistic adults helped drive the reversal. Fontaine said the government had initially narrowed its focus after hearing from families seeking attention to children’s needs. Adults, she said, had been intended to be addressed through the government’s response to the Integrated Adult Services report.

Now, she said, Manitoba will have an “all-encompassing autism strategy.”

Manitoba Families for Effective Autism Treatment president Guy Mercier, whose 25-year-old son, Sam Mercier, is autistic, was among those who spoke out. He said:

“Both about supports for children and supports for adults where they’d fallen through the cracks and then the families just have to put everything on their backs to carry it forward and it’s very stressful.”

## A Provincewide Autism Strategy

If passed, the Autism Strategy Act would require Manitoba to develop a provincewide autism strategy, publish annual progress reports, improve autism screening and diagnosis, and support research.

Lamoureux has said support for adults was central to the legislation. “Almost every single person and organization who I spoke with talked about the importance of services for 18-plus because there really aren’t any right now,” she said. “It’s actually quite important that it’s all part of one strategy because autism is for life.”

The bill’s return to its original wording has drawn a welcome response from advocates who had warned against separating childhood services from the needs people face as they age.

## Families and Advocates Support an All-Ages Strategy

Winnipeg mother Kidist Kibret said the change offers hope that her eight-year-old daughter may face fewer obstacles than she did. Kibret said her daughter is coping at school but that she can see she is “masking.”

For autistic people, Kibret said, social challenges do not disappear at adulthood. She said she could have used more help learning to communicate and navigate social situations before and after turning 18.

St. Amant president Ben Adaman endorsed the decision to rescind the amendments, saying a first-of-its-kind strategy can inform “a more complete understanding of how to support people at every stage of life.”

Lamoureux said she felt relief, pride and was exceptionally excited to learn the original bill is slated to pass. “It really shows just how powerful a healthy democracy can be because the public and in this case, the autism community, they rallied so hard,” she said.
