LNG Canada’s expansion plans are set to bring another major wave of construction to Kitimat, with the project designed to double the terminal’s production capacity and reshape activity at the port.

According to todayinbc.com, LNG Canada’s partners approved the final investment decision for Phase 2 on Sept. 29\. The joint venture is led by Shell and includes Petronas, PetroChina, Mitsubishi Corporation and KOGAS.

## A Bigger Facility in Kitimat

Phase 2 will increase LNG Canada’s production capacity to 28 million tonnes per year from 14 million tonnes per year. The expansion will add two LNG processing trains, along with additional storage and loading infrastructure, within the company’s existing Kitimat site footprint.

That context frames the company’s latest financing decision and the added construction work now expected at the facility.

“With FID secured, Phase 2 will double LNG Canada’s capacity from 14 to 28 million tonnes a year,” LNG Canada president and CEO Chris Cooper said.

For a community already familiar with large-scale industrial construction, the decision has prompted optimism among businesses anticipating another influx of activity.

“We’ve all been waiting for it, that’s for sure,” Rob Campbell said. “We are going to see a lot of investment here, and we will see a lot of increased activity.”

## Thousands of Construction Jobs

LNG Canada expects the expansion to create up to 4,000 construction jobs at peak activity, followed by about 90 new permanent positions in Kitimat once Phase 2 is fully operational.

Cooper described the project as more than an increase in output. “But Phase 2 is about much more than tonnes,” he said. “It will create thousands of jobs and further strengthen Canada’s role as a trusted energy partner.”

The prospect of work has also revived discussion about whether the region can build long-term local training capacity. Crystal Smith said skilled-trades opportunities should be more accessible closer to the communities expected to benefit from the project.

“A lot of our communities have to rely on coming to major metro areas in order to gain meaningful training opportunities,” Smith said. “That needs to be a focus going into Phase 2.”

## Port Activity and Local Pressures

The expansion is expected to lift marine traffic in Kitimat to roughly 450 ships a year, driving demand for expanded marine infrastructure and supporting services.

Anurag Vinayak of Westward Shipping said the project has already changed how Kitimat is viewed in the marine sector. Phase 1, he said, “got Kitimat onto the marine map and the global energy map.”

He called the additional traffic an opening for local businesses to develop services around the port. “That is one of the golden opportunities for locals to get into,” he said.

But the anticipated growth also brings concerns about whether housing and infrastructure can keep pace. Mayor Phil Germuth said support from senior governments will be needed to help the community attract and retain skilled workers and their families.

“We need help with infrastructure and housing needs,” Germuth said.

## Pipeline Capacity and Ownership Option

According to todayinbc.com, Phase 2 will require additional capacity on the Coastal GasLink pipeline, including five new compressor stations expected to require about 2,100 workers.

The same outlet reported that LNG Canada has included an Indigenous ownership option through MNT Investments LP. The partnership can invest up to $1 billion to buy a new LNG storage tank planned for the expansion.

Todayinbc.com also reported LNG Canada estimates Phase 2 could generate more than $50 billion in government revenues over the project’s life.

## Flaring Concerns Remain

The expansion arrives amid continuing concern from some residents over flaring, or natural-gas burn-off, which began last year. Some have raised possible health-risk concerns.

LNG Canada has said it expects less flaring as Phase 2 construction begins, though that reassurance sits alongside broader calls for the company and governments to ensure the project’s economic gains translate into lasting local benefits.
