Alberta’s next solar-energy fight is not over where panels are built, but where they go when they reach the end of their working lives. On Oct. 1, the province will ban solar panels from landfills and require end-of-life panels to be reused or recycled. Alberta says the initiative will make it the first province in Canada with its own solar panel recycling program. ## Alberta bans panels from landfills The new rules arrive as Alberta’s solar footprint grows. The province has the second-largest installed solar capacity in Canada, and the government is trying to get ahead of what it says will become a major waste stream. By 2045, more than 95 per cent of the solar panels currently installed in Alberta are expected to reach end of life, generating as much as 72,700 tonnes of material. Environment Minister Grant Hunter framed the move as advance planning. “We will not wait until mountains of dead solar panels are piling up in our landfills before acting,” Hunter said in source reporting on the announcement. The government’s position is that panels should be diverted before municipalities are left dealing with disposal costs. Ministers said acting now would prevent municipalities and taxpayers from facing future cleanup bills and help build recycling capacity in Alberta. ## A $14 fee on new panels Alongside the landfill ban, Alberta announced a $14 environmental recycling fee for each new solar panel supplied in the province beginning Oct. 1. The charge will apply only to panels supplied on or after the program begins. It will not be charged retroactively on panels already installed. The province says the fee revenue is intended to cover the collection, transportation and recycling of solar panels when they reach end of life. “Responsible solar energy growth means considering environmental responsibility throughout its lifecycle,” said RJ Sigurdson, the province’s utilities minister, in source reporting. “By planning ahead to ensure expired panels are properly collected and materials are reused where possible, we’re protecting taxpayers from future cleanup costs and keeping power affordable and sustainable for generations to come.” ## Recovering valuable materials The government’s case rests partly on what is inside the panels. Solar panels contain recoverable materials including glass, aluminum, silicon, silver and copper that can be reused in new products. Ed Gugenheimer, chief executive officer of the Alberta Recycling Management Authority, described the program as part of a broader shift toward reuse. “As Alberta’s renewable energy sector grows, recycling solar panels is the logical next step in building a stronger circular economy: maximizing resource use, reducing waste, and delivering long-term value for Albertans,” Gugenheimer said. That message is central to the province’s pitch: solar power should include a plan for what happens after the equipment is no longer useful, and Alberta should start building that system before most of the panels come due. ## Solar sector pushes back The dispute is not over whether solar panels should be recycled. Renewable-energy industry groups and advocates have criticized the fee as too high and burdensome for the solar sector. Critics have pointed to independent research commissioned by the Canadian Renewable Energy Association that estimated the cost of recycling a solar module at about $5\. Against that estimate, they argue Alberta’s $14 fee is excessive. Business Renewables Centre-Canada director Jorden Dye said in source reporting that his organization supports a recycling fee, but not what it sees as a “punitive tax.” Solar Alberta executive director Heather MacKenzie also questioned the size of the charge in source reporting, saying stakeholders had asked how the $14 figure was reached. “They are not willing to show how they came to that number, which means that nobody can really critique the assumptions that are embedded in it,” MacKenzie said. ## A fight over timing and cost For Alberta, the policy is a way to keep future solar waste out of landfills and avoid handing the bill to municipalities and taxpayers later. For critics, the problem is the size and timing of the fee, especially when most panels now installed are not expected to reach end of life until the years ahead. That leaves the province with a clean-energy recycling program that is both first-of-its-kind in Canada, according to Alberta, and already politically contested before it begins.
