Alberta’s Oct. 19 referendum carried an estimated price tag of just over $84 million, leaving Elections Alberta seeking additional government funding after a 10-question vote that required roughly 22 million ballots to be counted by hand.

**Key facts**

- Elections Alberta estimated that the provincewide Oct. 19 referendum would cost just over $84 million to execute.
- Elections Alberta said it asked the government for more than $59 million in extra funding to cover referendum-related costs and to keep going.
- Elections Alberta said election workers counted about 22 million ballots by hand in the 10-question vote.
- Gordon McClure said the referendum was crushing for staff, with many working 16-hour shifts or longer, and that the agency was left with a funding shortfall.

Chief electoral officer Gordon McClure said the cost was nearly $50 million beyond what the agency’s annual budget could cover, creating what Elections Alberta described as a funding shortfall.

## Funding Request Approved

Elections Alberta asked the government for more than $59 million in supplemental funding for referendum-related costs and to continue its work. The legislature committee approved the request.

About $49 million of the request was for referendum costs already incurred. Another $9 million was earmarked for preparations for Alberta’s next provincial general election in 2027.

“I want to assure the committee that this request has been prepared carefully and will be managed responsibly,” McClure told the committee.

## Manual Ballot Count and Staff Workload

The scale of the hand count took a heavy toll on the agency’s staff. McClure said many workers put in shifts of 16 hours or longer during the referendum.

Steve Kaye, Elections Alberta’s chief administrative officer, told the committee he personally worked a 22-hour shift.

“Everybody here at this table worked probably at least 16 to 20-hour days,” Kaye said. “But that comes with the territory. We’re not here complaining.”

According to The Canadian Press, Elections Alberta officials also told the committee that one staff member developed appendicitis and delayed seeking treatment during the referendum.

Kaye described the sustained workload in stark terms: “We have had our foot on the gas for a long time. People are tired.”

## Request to Delay or Use Current Electoral Maps for 2027 Election

McClure asked that the 2027 election be held using the current electoral maps or be delayed. Justice Minister Mickey Amery rejected that request, [CBC News](https://www.cbc.ca/news/canada/edmonton/elections-alberta-referendum-cost-9.7411555?cmp=rss&ref=thecanadareport.ca) reported.

## What we don't know yet

- Which electoral boundaries/ridings will be used for the 2027 election has not been finalized, and Elections Alberta says it cannot prepare until it knows the ridings.
- Elections Alberta’s finalized annual budget report and request for its 2027-28 delivery has not yet been released and is expected in December.
